Emergency Relief for Victims of Floods and Landslides
At Ban Pootha, Ban Mae Sam Laeb and Ban Huay Kong Kard Villages, Mae Sam Laeb Subdistrict, Sob Moei District,
Mae Hong Son Province August 9 – 12, 2011

Disaster Situation:
The severe Tropical Storm Nock-ten has caused Thailand’s northern and northeastern provinces to have heavy rainfalls and floods. On August 3, 2011, the storm has caused flash floods and landslides in Ban Pootha Village, Mae Sam Laeb Sub-dist., Sob Moei Dist., Mae Hong Son Province which resulted in 7 death, 1 missing, and great damages to houses, land, especially farmland.

In the evening of that day, the 36th Ranger Regiment have launched a campaign to collect donation of food and necessary supplies from people in Mae Sarieng Town and on August 4, rushed to the affected areas, mostly on foot access, since the Mae Sarieng-Mae Sam Laeb road leading to the affected villages, including Ban Kong Kard and Ban Mae Sam Laeb, was blocked by mudslides.

In order to arrive Pootha Village, it was necessary to take one hour of boat ride and one hour of walk. Later, the Highway Department has announced that since August 7, 2011 the road is passable for
four-wheel drive trucks and motorcycles which take 1.5 hour drive for the distance of 46 km.

Survey of the Damages and Assistance:
On August 9, 2011, COERR Mae Sarieng staff have made a survey trip to Pootha Village to deliver basic relief supplies of rice, salted fish, instant noodles, medicines, soap, and clothes to the victims. Data and needs of the victims have been collected so that further relief supplies of rice and others would be dispatched on the next appointment date of August 11, at the village entrance pier.

Total number of household affected by the floods were 115 in 3 villages, covering 29 houses completely destroyed and 86 houses partly damaged. Below were details of the assistance provided to each household:

In addition, a Coordinating Center for Flood Relief has been set up at Ban Mae Sam Laeb village to take responsibility for receiving donation and delivering donated supplies to flood victims. The committee is selected from various groups in the communities, e.g. Karen, Shan and Muslim, with two committee members from each group, including other Sub-district Administrative Organization members (SAO). According to the information from this Center on August 11, the affected villagers have received dried food supplies and drinking water from several organizations, such as Bank for Agriculture and Agricultural Cooperatives, the Mae Sam Laeb Boat Club, Sob Moei Disaster Management volunteers, Network of Community Organizations on Natural Resources in Mae Hong son’s River Basins, the Plant Nursery, etc. Moreover, on August 10, Mae Hong Son Provincial Disaster Prevention and Mitigation Office had provided grant to each household of Pootha village whose house was completely destroyed at Baht 30,000. The 12 injured had been granted Baht 5,000 each. The family whose the deceased was its family head received financial support of Baht 50,000. The family whose member was deceased received Baht 25,000. However, the flood victims in Ban Mae Sam Laeb and Huay Kong Kard villages have not yet received these cash assistances.

About the Donors:
COERR has proposed and received a grant amounting Baht 100,000 from Caritas Thailand for the purchase of foodstuff and necessities for the flood victims in 3 villages, while a proposal for relief of 385 refugee families affected from flash flood, in Ban Mae Lama luang and Ban Mae La Oon camps in
Sob Moei and Mae Sarieng districts of Mae Hong Son Province, have been submitted to Caritas Spain
and Caritas Denmark.
